USCO's report is correct and obvious; nothing new or unknown 18 months ago. Most notable is that it's released at a time and in a context that opens up maximal debate: left/right polarization, executive vs. legislative, not final publication. (Should have published last year!)

The date-range search now works again here, so I traced back the history. There was a SXSW panel in March 2015 which used the Twitter hashtag first. Towards the end of 2015 people were increasingly using the tag with projects/research, but 2016 was the popularization.

Yes? The best tools in the history of technology have limits or restrictions on their usage. Some uses violate the law, so obviously the government steps in. Even organizations or families should limit it, e.g. the CEO of TikTok forbids his kids from using his own product.

There was a recent paper that shows the cognitive decline of the average person since the broad introduction of smartphones… to say that "reducing friction" is by default a good thing goes against the statistics. It can be good for certain artists and specific contexts.
