Something not written in the CCP's new AI+ plan but clearly implied. The PRC's Ministry of State Security and their many contract companies will be redoubling their efforts to steal any piece of intellectual property created by U.S. innovators they can. It is what they do.

I don't think it's totally out of the question that a small bunch of power-hungry arseholes create a new feudalism though. The whole AI "safety" thing could help provide the means for that power concentration, through compute controls and surveillance. It would be hard to undo.
