TL:DR; You can't go from RED to ORANGE. Any component trained under Fair Use remains RED until you retrain. It will contaminate all the other parts of your application too, so even if the rest is GREEN you're still liable for the worst case RED bit!

How does that work? There is no license that can waive regulatory requirements, so if model training relied on those they continue to be applicable. (Fair Use and TDM are granted conditionally based on the application, so the conditions must carry through by definition.)
