“There has to be a regulatory reason that a solo dev couldn’t do this.” I bet you it is not a reason that a creative solo dev could not overcome via some combination of reading, writing, and possibly figuring out a way to contract with Enrolled Agents in a piecework style.

Some people want the power to coerce particular actors such as e.g. banks to do things they want like e.g. extend credit at preferential terms to demographics they care about, and if your for loops and if statements don't do that, they will say "That is discriminatory AI then."

"Should we regulate for loops and if statements?" We inevitably regulate for loops and if statements, because we regulate things that happen in the world and some things happen in the world because of FL&IS. But we should probably not increase reg scope *because* of the FL&IS.

Note that an unfortunate corollary of this is that when people talk about regulating AI they frequently mean regulating for loops and if statements, and some of the people saying that understand exactly what they're saying and do not consider that a bug at all.
