That premise is utter and blatant bullshit, and irrespective of that I have not heard Anthropic claim to believe it. So on the second clause especially, that doesn't factor into what Anthropic finds an encouraging or discouraging response to voluntary reporting.

If we're not seeing more economic impact of AI in terms of GDP growth, in my opinion, it's mostly because gains and controls are concentrated in a few companies (mostly big tech and a couple of big startups) because of the lack of open infrastructure, open science and open-source

It’s not the grad student’s fault, not in any way that matters. Nobody at the university wants to make an enemy of the PI or alienate potential funders in the future. There is no after action on why the trial underperformed because the system does not know, legibly, that it did.
