I might. However, the current equilibrium involves excessive kowtowing by the authors. Any deviation would risk angering the reviewers and making them defensive, leading to an immediate rejection.

Peer Review Honesty: Reviewers Should State True Objections

I wish reviewers would be brave enough to just say "I don't like the paper." Rather than making up a bunch of extra experiments that the authors don't want to do, the reviewer wouldn't have their mind changed by, and the paper would not be one iota stronger for their inclusion.

I also noticed that #ICLR2023 had surprisingly few sponsors? Do you know anything about the reasons why? Is it the location? The tech industry downturn? The perception that ICLR may be the most "skippable" (versus NeurIPS and ICML)?

One Idea, Many Papers: Research Quality Over Quantity

I think it's more often the other way: you have 1 interesting idea, which lets you write n papers. It is indeed not easy to tell what is interesting before doing the research. But it may be possible to tell when you can write a publishable but not interesting paper beforehand.
