Oops. I think I accidentally opted-out most of the web… At least, I followed best practices from © regulations and recent court cases to determine the Opt-Out status of the top websites:
➜ ~86% are opted out of TDM,
➜ +5% require non-commercial use. -

It's been very confusing, thanks for clarifying. Overall, the one that's on Data Use & Access is actually very encouraging. They're leading the charge in some aspects (transparency) that other contries have ignored.
