Is that definition materially different from a system prompt combined with a small collection of tools, assuming the system prompt says something similar to "plan how to use your tools to solve the user's problem and then keep on calling them until your goal has been reached"?

I think it's still 5-step ahead planning that's the issue. I can see from it's reasoning it has the right idea but it took a series of steps I wouldn't. Almost amnesia-like of what it should be keeping in mind for 5/10 steps ahead.
