I don't know where you're seeing claims that any model is harmless. It's like describing a pencil as harmless, or education as harmless – that's not really the key claim. The key claim is that equal access to such things is societally important, and unequal access is unstable.

I agree with @ylecun that open source has been the primary reason for AI innovation and growth. Do not let misinformation and hysteria kill this. Open-source means we democratize and allow everyone to explore new ways to make AI reliable and safe, and allow for peer review.

Please stop saying ostensibly harmless. It's a strawman and strawmen are unhelpful. I understand your desire for humanity to take a breath, but all interventions I'm aware of that are designed to make that happen seem more likely to increase fragility and instability.
