Reviewer accountability and PhD student research publication challenges

It is not ok for a reviewer to not respond to the rebuttal, especially the rebuttal clarifies the misunderstanding. Though after PhD I do not care much about whether a paper is accepted or not (it already has value as long as it works), this is tough for junior phd student.
