Sounds like you want a journal (e.g., JMLR): a thorough process for each submission. What you describe is already the status quo in NeurICMLR.

To answer Dan's original question: it happened to me. I was a reviewer for a venue where interactivity and revision was expected. The original paper was illegible imo. Our back and forth consisted of rewriting increasing prefixes of the paper.
