Some RPGs have hardcore mode: if your character dies, it gets deleted. Conferences should have a hardcore track: if your paper is rejected, you can't resubmit it, your entire codebase is deleted, etc. How much better would these submissions be?

To answer Dan's original question: it happened to me. I was a reviewer for a venue where interactivity and revision was expected. The original paper was illegible imo. Our back and forth consisted of rewriting increasing prefixes of the paper.
