AFAICT this appears to be a result of fine tuning. I can't find any sign that this is part of the system prompt. It's also possible it's injected into the chat itself but then removed from the history.

Amjad, if you use the web ui, you'll see the first thing it does for sensitive issues is a web and twitter search to see what Elon thinks, then in its CoT you'll see it focuses on aligning with that.
