Earlier this year it was totally changed, following lobbying, from a focus on high-risk applications to also covering "foundation models". So yes, I agree with what you say "many argue". That's also what I'm arguing.

Over time the plan is to give people more control, for the time being we have to do a lot of responsibility to ensure this technology does not cause harm. At the end of the day, people should be able (within reason) to use the models for what they want. We aren’t there yet but
