This is really bad. Not only because of the layoffs, but because a lot of cutting edge research these days is done at the big COs. I expect this will primarily hurt the “blue-sky” research. Much more pressure to keep only research that directly contributes to the bottom line.

Maybe, but even for pretty large models training time for GBDTs is so low that it might not be a major issue. I also think that due to “jagged” nature of tabular data manifolds, using longer lr initially might be detrimental to finding the global optimum.
