Earlier this year it was totally changed, following lobbying, from a focus on high-risk applications to also covering "foundation models". So yes, I agree with what you say "many argue". That's also what I'm arguing.

Logan this is not in any way relevant to what I said. The "cap" is 100x. So Microsoft *will* be receiving the billions of dollars I mentioned, and this is a critical point when considering why Brad Smith would make such an outrageous statement.

The Act used to have some really useful regulations, based on years of work, then got radically changed at the last minute thanks to lobbyists, which made it totally unworkable, and now here we are.
