I'm sure there's overlap between TMLR's and NeurIPS' reviewer pool. But our decision criteria is different. We also track review quality and remove reviewers that don't do their work properly. @moskitos_bite

You first need to publish the work at JMLR, by following their review process. Once the paper is officially published by JMLR, then you can request to present your JMLR paper at either NeurIPS, ICLR or ICML
