Is RAG Essential? Comparing RAG to OpenAI PDF Processing

Is RAG essential? OpenAI opens PDF files, searches for keywords, extracts the relevant sections, and processes them with the LLM. Is there a reason why RAG would be better than this approach? It seems similar to how a web browser searches and then the LLM processes the results.
