When Should Authors Submit Papers to Top Conferences?

Suppose some conference (top in its field) has a 25% acceptance rate. An author honestly believes there is a p% chance their submission is accepted. If p = 0, they shouldn't submit, it just wastes reviewer and author time. At what p is submitting "reasonable"? Explain why below.
